从我国基本国情来看,吸毒问题远远不能通过社会自发予以有效地解决,吸毒行为必须受到以国家强制力作保证的强制性戒毒法律制度的规制,以减少其社会危害。这种制度直接涉及国家禁毒行政部门对吸毒人员的行政管理关系,其中甚至包括相应行政机关对吸毒人员人身自由的限制或者剥夺,因此,从行政法角度对我国强制隔离戒毒进行制度层面的系统分析是符合相应的法理和立法宗旨的。

Seeing from China＇s current situation, drug problem cannot be effectively solved only by the society itself. Drug use behavior must be regulated by compulsory drug control legal regulation in order to reduce its social harm. This system directly involves national administrative department＇s administrative management to drug users, it even includes the confining and deprivation of administrative organs to drug users, therefore, from the angle of administration law, the systematic analysis on national compulsory isolation detoxification is in accordance to the nature of the law.
