改革开放30年来,中国高等教育的改革与发展经历了三个阶段,目前已经进入高等教育质量提升和办学特色凝练的新阶段,质量与特色已成为当前高等教育改革与发展的两大鲜明主题。如何在新时期深化、提升高等教育质量和凝练办学特色,已成为我国高等教育发展过程中面临的重要课题。确立多元化的高等教育质量观和差异化、多样化的特色观是高等教育本质的必然要求,是高等教育大众化和发展竞争的客观需要,是市场经济环境下高等教育改革与发展的必然结果。

In the past 30 years of reform and opening up, there have been three phases in the reform and development of China＇s higher education.
