摘要
利用第三次国家卫生服务调查和民政统计数据对我国农村医疗救助的筹资需求进行测算,测算结果表明:在中长期内,实现农村医疗救助由目前的"大病救助"模式向"综合救助"模式转型,在财政筹资能力上是完全可行的。为保证农村医疗救助的稳步实施,需建立稳定和制度化的医疗救助筹资机制;通过筹资制度的改革,逐步建立一个"中央政府规划和指导、中央和省级财政出资、地方政府实施"的农村医疗救助体系。
Based on the estimation of the financing demands for rural medical assistance with regard to the third survey of National Health Services and the statistics of civil administration, it is found that in terms of fiscal capability, it is feasible to transform the medical assistance system from the current model in which only those with serious diseases can be assisted and compensated, into a comprehensive assistance model in a medium or long run. To ensure the stable operation of rural medical assistance system, a steady and systematized t'mancing mechanism should be established. Through financing mechanism reforms, a newly medical assistance system which is designed and guided by the central government, financed by central and provincial governments, and implemented by local governments should be built up in Chinese rural areas.
