世界炼油工业面临的挑战及其对策

Challenges and Countermeasures for the World Refining Industry

世界炼油工业目前正面临着环境保护、技术进步、提高效益、资源配置、市场竞争五大挑战。为应付挑战,全球炼油工业已经或正在采取七个方面的对策:一是继续开展兼并、联合、重组,增强企业竞争力;二是加大科技投入,加速开发实用技术;三是加快油品升级换代步伐,满足环保和用油机具的要求;四是推广采用信息化技术,优化设计,提高产率;五是积极推进炼油一化工一体化进程,提高原油的加工效益;六是继续加大技术改造力度,消除“瓶颈”制约;七是重视开发和推广应用天然气替代石油的技术与产品。我国炼油工业要抓紧搞好重组和结构调整,优化配置国内外两种资源,突出炼油技术开发,强化炼厂技术改造,加快产品升级换代,以迎接新世纪的挑战。

The world refining industry is currently faced with five major challenges: environment protection, technical advancement, economic efficiency, resource allocation, and market competition. The industry plans to or has already adopted the following measures to deal with these challenges; 1) continue to implement mergers, cooperation, and restructuring activities within the industry in order to strengthen enterprises' competitive power; 2) increase scientific input to accelerate the development of applied technology; 3) accelerate the upgrading of oil products to meet the requirements of both environmental protection and oil-consuming equipment; 4) promote the application of information tech: nology to optimize plant design and enhance product yield; 5) actively promote the integration of the refining and chemical industries to improve the efficiency of crude processing; 6) continue innovative technical development to eliminate the constraints of 'bottleneck' phenomena; 7) emphasize the development and application of technology for substituting natural gas for petroleum, and the development of related products. In order to meet the challenges of the new century, China' s refining industry must undertake effective structural reorganization and adjustment, optimize the allocation of petroleum resources acquired from both domestic and international petroleum markets, emphasize technical development and innovation, and accelerate the upgrading of oil products.
