摘要
近些年来,我国的"语言资源"热逐渐形成,但有待进一步升温,而过去将语言视为问题的认识正在淡化。其实语言有两重性,既是社会资源,又是麻烦问题,二者总是相伴出现相互转化的,从而促进语言的演变与发展。论文从理论和实际两方面,具体论述了语言资源与语言问题的关系和语言资源的形成、分类及其性质转化以及语言问题的构成、表现、转化及其与语言安全的关系。论文还对"语言问题"与"语言安全"作了描述与界定。
In recent years, there has been more concern on ＂language resources＂ while the past understanding of language as a problem has lost its ground. In fact, language has its duality either as a resource or a problem, and both rely on each other for development. The paper from the theoretical and practical perspectives discusses the relationship between language resources and language problems and the formation, expression; classification and transformation of language resources as well as language safety plus a definition on ＂language problem＂ and ＂language safety＂.
