水库移民安置区的环境容量评价研究——以云南省糯札渡水电站水库移民安置区为例

水库移民安置区的环境容量分析与评价是关系到移民搬迁安置后生产生活恢复和可持续发展的重要环节。对水库移民安置区的环境容量分析涉及社会、经济、资源、生态环境等众多因素,传统的评价侧重于以安置区的土地资源、水资源为主要衡量和分析标准,而较少考虑移民的生产生活方式、文化环境、传统习惯、民族差异、宗教信仰等方面,造成水库移民搬迁后与安置区原居民格格不入,导致移民返迁和二次搬迁。因此,对水库移民安置区环境容量进行科学全面的评价和分析十分有意义,有助于选择到相对较优的安置区,更关系到移民"搬得出、安得住、逐步能致富"目标的实现。

The analysis and evaluation of the reservoir-related environmental capacity for the resettlement is crucial to the re-settlers＇ life and production as well as their sustainable development. This analysis covers social, economic, resources, ecological and other factors. The traditional approach focuses on the evaluation of the land and water resources as the main criterion for the resettlement areas rather than the re-settlers＇ life and production, their different cultures, traditions, customs and religions, resulting in the conflicts between the local residents and the re-settlers or another resettlement. Thus, a comprehensive and scientific analysis and evaluation of the reservoir-related environmental capacity has great significance for a beneficial and rewarding resettlement.
