The Project Operation of INGOs in Yunnan

国际非政府组织在云南的活动主要以项目的形式开展,与地方政府部门进行合作则是其运作项目的主要模式。"云南模式"值得肯定:云南在自然和人文方面的多样化特征为国际非政府组织开展项目提供了广阔的空间,地方政府和国际非政府组织的优势互补则奠定了双方进行合作的基础,而促使项目取得成功的关键因素则是地方政府对国际非政府组织的开放心态。站在建设服务型政府的战略高度,我们认为云南地方政府在已有的成就基础上,应该在合作中改进微观管理方式,建立与国际非政府组织的正常沟通机制;另一方面也应逐步扶持本土的非政府组织,培育公共服务体系中的多元主体。

The major activities of INGOs in Yunnan are the implementation of projects and the main operation model is the cooperation with the local government. ＂Yunnan Model＂ is a good one because the cultural and natural diversity of Yunnan provides a favorable environment for the implementation of such projects by INGOs and the complementary advantages of the local government of China and INGOs is the solid foundation for mutual cooperation. As a service-oriented institution, the People＇s Government of Yunnan should improve its micro-management and communicative mechanism for better cooperation and foster the development of the local NGOs for good public service.
