文化产业基地的建设已成为全世界有关城市发展文化产业、建设创意城市的重要举措。在当前金融危机的背景下,以"文化地产为保障、文化旅游为基础、文化创意为核心、文化传播为宗旨"的文化产业基地建设,对提升地产品质,拉动地产行业回升,刺激国家经济活力也有着积极意义。山东省文化产业基地建设取得了一定的成就,但也存在许多不足。推动文化产业跨越式发展,充分发挥文化产业基地的集聚效应,必须创新政府管理形式;重视软环境建设;构建完整产业链;形成产、学、研通力合作机制。

The establishment of cultural industry bases has become an important means of developing city cultural industries and building cities with creative spirit. Under the context of financial crisis, the establishment of such bases is of great significance in boosting real estate industry and national economy. Shandong has achieved good results in building such bases, but there is still room for improvement. To push further the development of cultural bases, we must create new forms of government management, pay attention to building soft environments and complete industrial chains, and form a mechanism of cooperation between production, education and research.
