A Rediscovery of the Political Implications of Villager Autonomy

村民自治在中国农村普遍实施20多年来,正在、并且将不断地对中国的政治体制改革产生重大影响,这些影响至少有以下三个方面:村委会干部直选对选举制度的影响;村民自治后的乡村关系对中国自上而下的压力型体制的影响;村级党组织"两票制"对党内民主的影响。可以预见,村民自治的实践和创新将会对中国今后的政治体制改革提供许多有益的借鉴。

Villager autonomy has been carried out for 20 years in villages across the country, which gi important impact on Chinese political restructuring. These influences have three aspects： 1.the cadres of ves an village committee produced by direct election influence the electoral system; 2.the relationship between the town government and the villagers＇ committee influences Chinese top-down pressure type system; 3. the dual vote of village-level Party organization influences democracy within party. We may foresee, the practice and innovation of villager autonomy will provide useful experience and lessons for future Chinese political restructuring.
