我国环境影响评价中公众参与有效性的研究

Study on Effectiveness of Public Participation of Chinese Environmental Impact Assessment

文章从提高环境影响评价中公众参与有效性的角度着手，讨论了公众参与有效性的评价指标，对公众参与有效性的影响因素作了初步探讨，分析了我国目前公众参与环境影响评价中存在的问题，提出了提高环境影响评价中公众参与有效性的具体措施。通过本文的研究，希望能够促进公众参与有效性的提高，使环境影响评价更好的发挥其有效作用，同时为我国的环境管理提供有益参考。

The thesis sets about from the angle improving validity of the public participation in environmental impact assessment system. By introdueting and analyzing the assessment standards of the effectiveness of public participation and factors influencing the effectiveness of public participation are tentatively studied, the problems existing in public participation of environmental impact assessment. At last, the correct measures are proposed to promote the effectiveness of public participation in environmental impact assessment. To sum up, by the thesis research, the effectiveness of public participation can be actually developed and provides the beneficial reference for environmental management of our country at the same time. Moreover, the public can thoroughly exercise the roles of environmental protection.
