摘要
贵州返乡农民工创业是贵州农村经济可持续发展的重要体现,在金融风暴席卷全球之际,返乡农民工创业艰难的原因是多方面的,根本上是过去制度抑制的积累。在既定的制度环境中,对于农村劳动力个体而言,其创业投资会面临很强的不确定性,产生这种不确定性的原因在于劳动者的个人禀赋特征不同,使得不同的返乡农民工面临同样的投资环境时有着不同的投资结果,所以增强对西部返乡农民工的公共培训投入显得异常重要。发挥政府职能和政策性诱导性作用,完善利益分配与风险分担的机制,是贵州返乡农民工创业与农村经济可持续发展的根本所在。
Carving out of home-going peasant workers is an important represent of rural economic sustainable development in Guizhou. There are various reasons on carving out difficulties of the home-going peasant workers in current financial storm conditions radically because accumulation of past systematic suppression. In fixed systematic conditions, it is uncertainty for individual of rural labour force to invest due to different characteristics of individual endowment of labour. And different home-going peasant worker would get different investment result in the same investment conditions. Then that is very important to increase inputs of public training for the home-going peasant workers. It is radical for carving out of the home-going peasant workers and the rural economic sustainable development in Guizhou that to give full play to government function and policy-directed inducibility and perfect mechanism of benefit distribution and risk sharing.
