北方农牧交错带生态园建设构想

Thoughts on the Construction of Ecological Park in Northern Farming-grazing Transitional Zone

生态园建设是实现社会主义新农村建设目标的有效途径。农村税费改革和一系列支农政策的逐步落实,为武川县"中国民主同盟"北方生态园区建设带来新的发展机遇的同时,还使武川县面临着经济、资源、生态、政策、市场和可持续发展能力的约束。本文采用参与调查方法,以农牧民建设意愿为基础,初步构建起农业产业、生态、基础设施和能力建设体系,并提出了开展生态园建设的基本框架。

Constructing ecological park is an effective way to make the object called Building Socialist New Countryside comes true. In the procession of building Wuchuan ＂China democratic league＂ northern ecological park, opportunities and threats appeared with the developing of rural tax-fee reform and series of pro-agricultural policies. The threats include economic, resource, ecology, policies, market and sustainable development ability. The survey of participation is taken by this article. The article is based on farmers and herders＇ willing. The construction system of agricultural industry, ecology, infrastructure and the sustainable ability is set up and the basic frame of the ecological parks＇ construction is provided in this article.
