Being virgin soil of tourism in Yunnan Province and the center of Three Parallel Rivers World Heritage, how to explore tourist resources in Nujiang Prefecture becomes an urgent question. The paper tries to discuss the feasibility of developing ecotourism, then explore and avoid what＇s the external diseconomy by economic theory, which carry out Resource collocation＇ Pareto optimality.
