The General Strategic Framework of China's Transformation and Its Practical Tropism on the Context of Globalization

由于对产权改革与市场机制构建之间关系的认识不同,转型国家在市场化过程中表现出较大的差异。现阶段中国和俄罗斯东欧国家仍处于转型的深化与完善阶段。如何建构适应本国市场经济体制需要的现代国家治理模式,建立"好的市场经济",是所有转型国家面对的共同任务。中国转型深化阶段的国家治理模式构建应立足于保持制度环境的基本稳定以及服从和服务于实现社会经济持续稳定、均衡发展。

Because of the different understanding about the relationship between property rights reform and building market mechanism, transformation states has shown significant differences in the market-oriented process. So far the transformation of China, Russia and EES are in the deepening and improving stage. How to build a suitable modern model of state governance, and establish a good market economy are the common task of all transformation states. Model of state governance in the phase of China＇s transform deepening should be constructed based on keeping system stable and supplying service for social economic sustainable and balanceable development.
