Influence of Government Promotion on Enterprises' R&D:Example from Guangdong

政府在促进企业成为自主创新主体的进程中具有十分重要的作用。通过广东政府科技投入对企业研发投入影响的实证分析表明,政府视企业自身研发强度为资助参考,对企业当期的研发资助具有明显的诱导效应;较高的区域基础研究投入、应用研究投入,能加大企业研发投入力度;研发投入还未对广东工业总产值增长起较大的推动作用。

Government plays a very important part in promoting enterprises to become entity of independent innovation. The paper analyze the impact of Guangdong government＇s science and technology input on the enterprises R＆D input. A conclusion is drawn that the government views the intensity of the enterprises independent R＆D as a funding reference, leading to an apparent inductive effect on the enterprises current R＆D funding; higher regional basic research input and practical research input enable the enterprises to fortify their R＆D input intensity. R＆D input has not proved to be a driving force to boost gross industrial output in Guangdong.
