我国农村水利基础设施建设对于农民、农村、农业起着重要的作用,是我国经济发展的重要因素。然而,我国农村水利设施建设普遍落后,不能满足农村发展的需要。资金缺乏是农村水利设施建设的关键问题。在现阶段扩大内需的前提下,如何有效地利用资金是迫切需要解决的问题。不同类型的农村水利设施建设应采取不同的融资模式。

Water infrastructure facilities are important to the development of rural areas in China, and important factor for Chinese economic development. However, rural water infrastructure facilities in the China are generally hanged behind and far from enough to meet the needs of the developing of the rural area. The key to deal with the issue is funds .On present condition of expanding demestic demands, improving the efficiency of fiscal funds are the urgent. Based on this, we should take different financing mode according to the types of water infrastructure facilities.
