社会福利国家模式以国家干预、劳资合作、社会福利、国民收入再分配等为主要特征,追求充分就业、公平分配和社会平等、社会公正的发展目标,它虽然与社会主义和谐社会有本质差异,但其追求社会平等、社会公正的政治理念乃至实践中的具体政策和措施,对促进我国社会和谐颇具借鉴意义。探讨瑞典福利国家的制度、政策和社会运行机制,对我国和谐社会建设不无裨益。借鉴瑞典经验,其着眼点在于实现社会的积极和谐,基本点在于制度设计与政策选择。

The model of social welfare state has the main features, such as the state intervention, labor cooperation, social welfare, income redistribution, and is in pursuit of full employment, equitable distribution and social equity, social justice for the development goals. Although there is difference beween the the social welfare state and our country in nature, the pursuit of political ideas of social equality, social justice and the specific policies and mea- sures in practice is helpful to our country in promoting the social harmony. The article explores Swedish state sys- tem, policy and system of social operating mechanisms, which is benefit for our construction of harmonious society. Learn form the experience of Sweden, we should focus on the social harmony and points on the system design and policy choice.
