当前反腐倡廉建设形势分析与对策研究

A Study on the Current Situation of Clean Government Construction and the Countermeasures

本文从国际金融危机、网络舆论环境、民主政治和国际合作等四个视角分析了我国当前反腐倡廉建设的形势及面临的挑战。全面推进反腐倡廉建设,必须信心与决心并举,着力形成反腐倡廉建设顺利推进的合力;教育与文化并重,着力营造反腐与倡廉相得益彰的良好环境;制度与监督并行,着力构筑源头预防和惩治腐败的坚固防线;"抓大"与"惩小"并用,着力实现基层反腐倡廉建设的新突破。

In this paper, the current situation of and the challenges faced by the clean government construction of our country are analyzed from four angles, i. e. , the global financial crisis, network consensus environment, democratic politics, and international cooperation. To boost the clean government construction in an all - around way, we must have both confidence and determination to generate an integrative force for pushing this work ; emphasize both education and culture to build a good atmosphere for fighting against corruption and advocating cleanness; take measures in both institutionalization and supervision to build a firm line of defense for preventing and correcting corruption from the origin; ＂heavily beat the Serious cases of corruption＂ and ＂meanwhile punish the cases of less seriousness＂ to realize new breakthroughs in the clean government construction at the basic level.
