Malaysia is a multinational country with three main ethnic groups and several indigenous peoples. The development of NGOs among these ethnic groups is uneven. Symbolic of the lopsided characteristics of NGOs are the activities of consumer organizations, a type of NGOs which boast of long histories, and rich and extensive experiences. This paper looks at the emergence of the consumers' groups, and their relationship with the state. Then three case-studies are offered to illustrate the characteristics of Malaysian consumers' organizations.
