环境标志制度对我国纺织品服装出口企业的影响

The Impacts of Environmental Label System on China's Textile Clothing Export Enterprises

根据WTO《纺织品与服装协定》的规定，从2005年1月1日开始，在全球范围内取消配额限制，纺织服装产品可以自由进入任何国家或地区。这个被业界称为“后配额时代”的来临，为中国的服装业带来了全新的发展机遇。然而，环境标志制度作为一种非关税壁垒将成为世界纺织品服装贸易面临的新挑战。环境标志制度在国外已有20多年的发展经验，产生了明显的环境效益，在我国却还是处于起步阶段，这样必将对出口占世界第一位的我国纺织服装业的发展带来深刻的影响。

According to the stipulation of WTO, the global canceling of the textile clothing quota starting from January 1, 2005 has brought the new development opportunity for China＇s textile clothing industry. However, as one kind of non-tariff barrier, the environmental label becomes the new trade challenge. This article elaborates the environmental label system＇s meaning and content, analyzes the positive and negative impacts of environmental label system on China＇s textile clothing export enterprises. Some countermeasures are proposed correspondingly from governments and textile clothing export enterprises to the environment label system.
