民营资本在收费公路中的发展问题研究

Research on the Development of Private Capital in Toll Roads

民营资本在收费公路发展过程中被边缘化。对民营资本在收费公路建设中的现状进行的分析表明,民营资本介入的动因,效益评估的复杂性,特许权合约设计的缺陷以及不平等发展空间是影响民营资本发展的主要原因。据此提出政府部门必须从提高收费公路运行效率出发,加强特许模式研究和合约设计,通过强化监管,提高运行透明度,在降低政府风险的同时,促进民营资本在收费公路建设中健康发展。

During the development of toll roads, private capital has become marginalized. The article analyses the current situation of private capital in toll roads,and has the conclusion that the motive, the complexity of benefit evaluation, flaws of concession contract, unfair treatment are the main reasons to prevent the development of private capital. According to these facts, the paper believes that the government should manifest the idea of efficiency first, strengthen the study of concession, and increase the transparency of the supervision so as to supply the private capital with a health space for development.
