论我国廉租住房制度的完善

On Perfection of Low-rent House System in our Country

住房问题关乎民生和社会稳定,对困难群体的关注是落实科学发展观,构建和谐社会的重要保证。经过十余年的努力,廉租房制度在解决最低收入家庭的住房问题上已经取得了一定的成效,在解决城镇住房问题的过程中彰显了制度优势,在我国住房保障体系中具有重要意义。但是不容否认的是各地在实施廉租住房制度过程中仍存在一定的问题,例如:地方政府重视程度不够高、廉租房源和资金来源渠道不稳定、廉租房的配租对象覆盖面过于狭窄、廉租住房管理体制不健全等问题。对于廉租房建设所遇到的一系列问题,应在政府职能、资金、保障范围以及加强规范管理四方面进一步完善廉租住房制度。

Accommodation is related to the people＇s livelihood and social stability. The attention tor the group wire financial difficulties is an important safeguard to fulfill the scientific outlook of development and structure harmonious society. With the efforts of over ten years, low-rent house system has already got certain effect on the accommodation resolving the low-income family＇s, and in the process of the accommodation resolving city and town, has shown the outstanding system advantage, so it has had importance in our country housing guarantee system. But, inarguable denying is existing certain problems in carrying out the low-rent house system in every place, for example, the local government gives low attention, the channel of low-rent house and fund source is instable, low-rent house being qualified for renter covering is excessively narrow, and low-rent house management system is faultily. To the series of problem coming across to low-rent construction, the author suggests that further perfect low-rent house system in four aspects in government function, fund, ensuring range and the sharpening normative managing.
