从全局高度论析了加快推进上海国际贸易中心建设的重要性与紧迫性，提出了对上海国际贸易中心内涵的理解：应具有六大基本功能；在此基础上，提出了到2020年上海建设国际贸易中心的总体目标，以及需要着力推进的六个方面。
