农村饮水安全不仅仅是工程技术层面上的问题,更是一个法律问题。分析了环境与资源保护法视野下的农村饮水安全的法律意义,指出农村饮水安全需要真正意义上的法定问题化,应设定农村安全饮水供给与需求保障机制、饮水安全市场交易机制、饮水安全管理机制多重法律保障机制。

Rural drinking water safety is not the problem of engineering technology ,but also the problem of the law.The legal significance about rural drinking water safety in the law of Environmental and Resources Protection was analysied, and it was pointed out that rural drinking water safety need real meaning of the statutory,and it should set up rural safe drinking water supply and demand protection mechanism,the safety of drinking water trading in the market mechanism, the safety of drinking water management mechanism and multiple legal protection mechanism.
