文章从票据市场结构、市场交易以及票据立法等角度指出当前我国票据市场存在的不足,提出发展票据贴现公司,以丰富票据市场主体结构及活跃票据流通;票据市场建设应根据我国票据出票、流通的实际情况,逐步建设和完善全国统一的,内有集中、又有分散的市场体系,并就进一步完善票据流通立法提出相关建议。

This paper analyzes the deficiencies of China＇s negotiable instruments market with regards to market structure, transactions and legislation, and suggests developing discount companies to enrich the market participant structure and to activate circulation in the market. Market construction should be based on the current situation of China＇s negotiable instrument issuance and circulation to gradually build a nationally unified and diversified market system. The paper finally makes some suggestions on legislation of negotiable instruments.
