摘要
本文运用DEA模型对我国31个地区的高等教育效率进行了综合评价,并对10个高等教育大省中无效率的省份进行了投影分析以探究其非DEA有效率的原因。研究结果表明:我国的高等教育效率整体不高,共有24个地区处于DEA无效率状态;高等教育投入不足问题严重,所有高等教育DEA无效率的地区均处在规模报酬递增阶段;高等教育投入资源的浪费现象严重,尤其应该加强科研经费管理,并控制行政教辅工勤人员的数量。
In this paper, the authors evaluate higher education efficiency of 31 regions in China by using DEA model, and analyze the inefficiency provinces belonging to the top ten big higher education provinces including Hubei, Shanghai, Guangdong, Shanxi, Sichuan and Liaoning. The empirical analysis reveals that the overall efficiency of higher education of China is low, and 24 regions are in the state of inefficiency; the inputs are seriously insufficient; all inefficiency regions are in the stage of increasing returns to scale; there are serious wastes in higher education input resources, especially in the scientific research funds. Management should be strengthened and the number of the staff of Administration and logistics should be limited.
