The structure of the faculty senate in the American research universities includes the whole meeting, the excutive council and the standing and special committees. Faculty senate is a democratic and representative institute. It has lots of apparent functions, such as making decisions, interests expression, balancing the relationship with the administration, and providing the proper person for the administration. It also has many latent functions, such as symbolizing, garbage can and deep freeze, status provider, and organizational conservator. The direction of Chinese university governance reform is to establish a faculty representative institute like the faculty senate, and emphasize the value of the spirit and culture in university governance.
