中国与东盟一般贸易人民币结算难点与对策研究

Research on the Difficulties and Countermeasures of RMB General Trade Settlement between China and ASEAN

2008年12月25日国务院提出对广东和长江三角洲地区与港澳地区、广西和云南与东盟的货物贸易进行人民币结算试点,这对于提高人民币的国际地位,推进人民币区域化进程具有重要意义。目前我国与东盟货物贸易在人民币结算、清算、跨境收支统计监测及真实性审核方面仍存在难点,影响了货物贸易以人民币结算的顺利进行。本文分析了我国与东盟国家货物贸易以人民币结算的管理难点,并从四个方面提出了进一步促进我国与东盟国家货物贸易人民币结算的制度安排。

On 25th December 2008, the State Council decided to begin RMB trade settlement between Guangdong province, Yangtze River delta area and Hong Kong, Macao area, between Guangxi, Yunnan province and ASEAN. It is very important to improve international status of RMB and push forward the regionalization of RMB. At present, it still exists difficulties in RMB trade settlement, clearing, statistic and authenticity examining between our country and ASEAN, and these difficulties hinder RMB trade settlement. This article analyses difficult points of RMB trade settlement between China and ASEAN, and puts forward four system arrangements to promote RMB general trade settlement between China and ASEAN.
