和谐社会语境下失地农民社会保障新模式的建构——以土地征收制度分析为视角

On Construction of New Social Security Model for Peasants Losing Land under the Harmonious Social Linguistic Environment:From a View of Land Expropriation System

失地农民社会保障制度的建立,对于保障失地农民的基本人权、维护社会稳定、促进城市化进程、发展社会主义市场经济、实现社会正义与公平等方面有着积极的作用。当前,我国对于失地农民的社会保障,各地进行了很多有益的探索,形成了一些比较具有代表性的成功模式。拟对我国失地农民社会保障主要模式的利弊进行分析,探求主要模式设计的制度缺陷及路径依赖,然后在此基础之上对失地农民的社会保障的新模式进行构想。

The social security system built for farmers losing their land will have a positive effect on protecting the basic human fights of the farmers, safeguarding social stability, promoting the process of urbanization, developing the socialist market economy, and achieving social justice and equity. At present, Chinese social security for peasants has been carrying out a lot of useful exploration, and forming some representative model of success. This paper, analyzing advantages and disadvantages of the main social security model in China, explores system design flaws of the main mode and dependence on the path, and then makes a new social security model concept for the peasants losing their land.
