通过对永州市水土保持监督执法中一些典型事例的分析，水土保持监督执法在实际操作上归纳为三个字：“磨”、“勤”、“耐”。加强水土保持监督执法是防止新的人为水土流失的有效措施。在具体的执法过程中水保执法人员要提高本身的素质和执法水平，既要敢于执法，严格执法，又要讲策略，善于执法。

Through analysis of some typical cases among enforcing the law of administration onsoil and water conservation of this city, three words: 'carefulness' ''diligence'' 'patience'aresummed up. Strengthening the enforcing law of administration on soil and water conservation isa efficient measure of preventing new man-made soil and water loss. In the course of concreteenforcing the law,the personnel of enforcing the law on soil and water conservation should im-prove oneself' quality and the level of enforcing the law. They not only dare to and strict to en-force the law, but also stress tactics and are good at enforcing the law.
