济南市历下区“两纲”阶段性监测评估报告

Evaluation Report of Periodic Monitoring of the "Two Outlines" in Lixia District of Ji'nan City

[目的]了解历下区妇女和儿童保健发展趋势,为“两纲”指标的终期评估打下基础。[方法]按照《历下区妇女发展纲要》（2001-2010年）和《历下区儿童发展纲要》（2001-2010年）的指标要求,对历下区2001-2007年有关妇女和儿童各项指标数据进行监测评估。[结果]2003年10月取消强制性婚检后婚前医学检查率明显下降,不同年份间的差异有统计学意义（P〈0.01）。孕妇产前医学检查率、住院分娩率、孕产妇系统化管理率、孕产妇保健覆盖率、孕产妇死亡率、婴儿死亡率、5岁以下儿童死亡率、新生儿破伤风发病率、新生儿疾病筛查率、新生儿听力筛查率、7岁以下儿童保健管理率和5岁以下儿童中重度营养不良发生率达到历下区“两纲”要求。未达到历下区“两纲”要求的是婚前医学检查率、出生缺陷发生率、妇女病检查率、妇女病患病率和新生儿低出生体重发生率。[结论]我区妇女儿童保健具有良好的发展趋势,但有待进一步提高。需要得到全社会共同努力和政府部门的积极干预。

[Objective]To understand the development of woman and child health care in Lixia District, make the basis for the final evaluation of the ＂Two Outlines＂ indicators. [Methods]Monitoring and evaluation were conducted on the data and indicators among the women and children from 2001 to 2007 in Llxia district based on ＂Program for the Development of women in Lixia District （2001-2010） and ＂ Program for the Development of Children＂ （2001-2010）. [Results]The regulation on marriage registration put an end in October,2003, since then the number of people undergoing the physical examination has dropped. There was a difference in different years （P〈0.01）. The rate of prenatal medical examination among pregnant women, hospital delivery, systematic management of pregnant women and lying-in women, coverage of maternal health care, mortality of pregnant and lying-in women,infant mortality, death rate among children under 5, incidence of neonatal tetanus,neonatal screening, newborn hearing screening, management rate for children under 7 and the occurrence of severe malnutrition among children under 5, all reached the requirement of the ＂Two outlines ＂. in Lixia dis- trict. The rate of pre-marital medical examination,the incidence of birth defects, the examination rate and morbidity of gynopathy,the morbidity of low birth weight failed to meet the requirement of the ＂two outlines＂ in Lixia district. [Conclusion]Health care for women and children had a good development trend, but it should be improved. Joint efforts of the whole society and intervention of the government should be given.
