论我国非营利组织参与公共危机管理的困境与对策

Predicament of China's Non-profit Organizations in Coping with Public Crises and the Countermeasures

目前我国正处于公共危机的高发时期,而政府缺乏足够的资源和能力来独立地完成对各种公共危机的应急管理。非营利组织在危机管理中具有独特的优势,因而充分发挥非营利组织在危机管理中的作用势在必行。我国的非营利组织虽然在改革开放以来获得了较快地发展,并在危机应对中发挥着越来越重要的作用,但由于主客观方面的原因,我国非营利组织在危机应对中还存在着各种困境,没有发挥出应有的效能。因此建立和完善非营利组织参与公共危机管理的法律法规体系;改革现行的双重管理体制,探索更加符合我国实际的非营利组织管理体制;构建危机管理过程中政府与非营利组织的协调机制;完善非营利组织参与危机管理的监管机制;提高非营利组织自身的公共危机应对能力等,就成为进一步加强我国非营利组织危机应对能力的应有之义。

At present, China is in a time of frequent public crises, but the government does not have enough resources and ability to deal with public crises independently. In contrast, a non-profit organization has its unique advantages in crisis management; therefore, it is necessary to bring into full play its role in this respect. However, although non-profit organizations have developed very rapidly since reform and opening-up and they have been playing increasingly important role in d crises, so that their potential cannot be ealing with crises, they unleashed because of still confront various predicaments when coping with some subjective or objective reasons. So, in order to improve non-profit organizations＇ ability to cope with crises, it is a must to establish and perfect related law and regulation systems, reform the current double management systems to suit China＇ s actual situation, construct the mechanism for coordinating government and non-profit organizations in managing crises, perfect the mechanism for supervising non-profit organization＇ s participating in crisis management, and improve the coping ability of non-profit organization to cope with public crises.
