论我国政府绩效评估与政绩合法性

The Evaluation and the Legality of Government Achievements

改革开放以来,政府绩效评估在我国的兴起有着特定的时代背景,即由于改革开放以来意识形态感召力的迅速下降及在现阶段中国实现政治民主化的经济社会条件尚不成熟等原因,政绩合法性成为执政党和政府的主要合法性来源。为了提升地方政府的政绩,绩效评估作为一种新的政治控制工具日益受到执政党和政府的重视,但是政绩合法性有其天然的局限性,在我国,政府绩效评估也存在很多不完善之处,而要解决这一困境,除了改进评估程序、方法和和指标设计外,更根本的是需要大力发展社会主义民主政治,建设法治国家,促进合法性来源的根本转型。

The evaluation of government achievements arose in specific background in China. The declining appeal of ideology and the immature socio-economic conditions of political democracy are the main legal sources of government achievements for the ruling party and the government. In order to increase the political achievements of the local governments, the evaluation of government achievements is attracting increasing attention from the ruling party and the government. However, the legality of government achievements has its inherent limitation. In China, there are many imperfections in the evaluation. To get out the predicament, apart from improving the evaluating procedure, methods and index designing, we should be devoted more to developing socialist democratic politics, constructing a country under the rule of law, and accelerating the basic transformation of its source of legality.
