试论新农村建设背景下的农民职业化问题

On Farmers' Professionalization in the Context of New Rural Construction

农民职业化问题的实质是传统农民向职业农民的转化问题。农民职业化的推进,对实现新农村建设的基本目标具有极为重要的战略价值。当前,加速推进农民职业化的当务之急,是构建农民职业化制度,包括人力资本归农制度、农业园区经营制度、农民教育培训制度、农村土地流转制度、农村社会保障制度等方面。

The essence of farmers＇ professionalization is the transformation from traditional farmers to professional ones. And the advancement of professional farmers has an extremely important strategic value for achieving the general goal of the new rural construction. At present, the most urgent task to speed up farmers＇professionalization is to build systems of farmers＇professionalization, including the system of human capital returning to the agriculture, the operating system of the agricultural park, the system of farmers＇education and training, the circulation system of rural land and the system of rural social security and so on.
