摘要
在传统的行政管理模式下,基层政府的绩效管理存在着"制度困境"问题。解决绩效管理的"制度困境",必须重塑政府角色,转变政府职能;培育公民社会,提高民众参与意识;改变传统文化观念的束缚,引入现代绩效管理理念。
Under the traditional administration pattern, the basic unit government's performance management has "system dilemma". To solve "system dilemma", the role of government should be remolded, and citizen society should be cultivated, while the concept of traditional culture should be changed.
