Reindeer Owenks＇ ＂ecological migrants＂ has been taking apart in 2003 attracted extensive media attention. This article discusses the awkwardness between the immigration and settlement of Reindeer Owenks based on fieldwork. And did a Specific analysis at the level of history and national political system, policies and values on the phenomenon of ＂settlement without really settled down＂. How to continue the culture of Reindeer Owenks facing new market economy condition, this is not only a problemfacing situation for hunters, but also concerned by ethnologist.
