This paper first deals with the properties and natures of dashing catastrophe. By use of the concept of Logistic evolution, second it gives out the strategy target of the dashing catastrophe management. End it suggests carrying out the safe island safe island, Differentiation strategy and the cost priority strategy into practice for the dashing catastrophe management.
