摘要
重点分析村民自治法律制度产生的背景以及当前形势下出现的新问题,提出了完善村民自治法律制度的措施,即:加快法制现代化建设;开展精神文明和普法宣传;提高各级干部行政执法能力;深入学习实践科学发展观。
