Vienna system is a balanced power system, the evolution of the system＇s pattern is named as classic examples of balanced power. Viewing from tbe Analytic Hierarchy Process, the system＇s balanced power structure, established operating mechanism and in- ternational rules by the major powers and a number of distinguished politicians＇ diplomatic efforts, promote a sustainable formation of balanced power pattern. In the Vienna system, the balanced power is not simply remained at the material level of balanced power, but has been risen as a concept or consensus, thus it has been playing a significant role in maintaining the ＂rise of peace＂. To get a glimpse of today＇s international community from this, the peace might be reproduced.
