城市产业结构调整是城市政府的经常性工作,更是遏制生产性浪费最重要的手段之一。而城市是一个有着复杂的内外部联系和时空联系的大系统,因此,基于节约视角的城市产业结构调整,就不能仅停留于系统内部,还应该放眼于系统外部的城市区域,从城市区域背景、城市系统内部进行产业结构的调整,还要制定城市系统产业结构调整战略,实现节约视角下的城市产业结构优化。
