摘要
为真实反映项目投资变化情况,铁路大中型基本建设工程一般需进行投资清理。铁路工程投资清理工作政策性强、操作复杂。此文从投资清理程序及主要内容、投资检算及变更设计编制原则、政策性费用的清理原则、征地拆迁费用的清理原则等4个方面进行认真思考和探讨,就这些内容提出投资清理文件编制的原则和建议。
In order to reflecting factually changes of project investments, large and middle railway engineerings usually needs investment divesting, which has a strong policy consideration, complicated operation. Based on serious considerations and explorations at the procedures and main contents of investment divesting, design alteration of compilation principles, divesting principles of policy - based costs, as well as divesting principles of compensation for removal＆ land expropriation, this article provides reference to documentations about investment divesting.
