摘要
中国政府近年来推行积极的就业政策。鉴于外源性的结构性因素对劳动者就业的制约性大问题,在积极调动就业者内源性因素以适应社会经济环境变化的同时,认为创新就业岗位设置才是实现就业促进的有效途径:经济领域的就业总体上日趋紧缩,增加高端人才供应是根本,服务业转向是基础;行政领域的就业空间尽管有限,但可以通过提质中西部地区和城市基层社区以及农村村级组织,实现就业促进;社会工作是一个就业前景广阔的新领域,但是它的发展需要政策扶植与保障。
Because of the structural restrictions on employment,creation of new positions becomes a more effective way to promote employment on condition that the labor force is internally provoked to adapt to the changing economy and society.In economic field,with a general trend of employment decrease,more high quality talents are needed and it is fundamental to shift employment to the service sector.In administrative filed,although opportunities are limited,employment can be promoted by strengthening urban community organizations and village-level organizations in the countryside.Social work opens up new and prospective opportunities for employment if supported by policy.
