Secondary Exploration into the Puzzle of Scale-Performance:Why is China's Construction Industry Large but not Robust?

在面向双重对象的分析框架内,对"大而不强"之谜,也就是"建筑企业资质等级越高、规模越大,绩效反而越差"的现象进行探讨。分析结果表明,项目治理和建筑交易体制方面的缺陷是"大而不强"的主要原因,项目法人缺失造成的市场参与者行为不规范是其中的"瓶颈"。提出的建议有:明确区分项目管理和项目治理;通过立法解决项目法人的定位问题;对政府投资和非政府投资两种类型的建设项目采取"一手抓、一手放"的方针。

The phenomenon that the higher qualification grade and the larger scale, the poorer performance, is explored under the double-object-oriented analysis framework. Analysis indicates that faults of project governance and construction business system are major reason, and the bottleneck lies in players＇ irregular behavior which is caused by the absence of project legal person. Proposed suggestions are： to draw a clear distinction between project management and project governance, to solve the issue of position-setting of project legal person by legislation, and to distinguish government-funded projects from non-government-funded projects according to different principle.
