公民是国家和社会中最基本、最普遍的主体,是政治、经济和社会文化关系的承载者。中国公民社会——国家与个人之间中介的良性互动模式正在悄然兴起并迅速发展。在建设和谐社会和城乡统筹的大环境下,公民权利的实现是一个非常突出的问题,公民权利是公民社会追求的崇高目标,同时公民权利的保护也离不开社会、政治、经济、伦理道德水平的提高。只有社会全体成员的权利得到保障,社会安定且和谐有序的发展才能实现。

Citizen is the most basic and universal main body in country and society, is the carder of political, economic and social culture relationship. Chinese citizen society：good interaction mode between country and individual is rising quietly and developing quickly. Under the environment of harmonious society construction and overall construction between town and country ,realization of citizen＇s rights is a very outstanding problem, citizen＇s rights is the great object of citizen society ,at the same time protecting citizen＇s rights must depend on the level advancement of society, politics,economy and moral. Only all social members＇ rights are safeguarded,can the stable, harmonious and orderly development realize.
