The Analysis of the Interaction between the Central Government and the Officials of Shi Bo Si during the Song Dynasty

宋廷设置市舶司管理海外贸易,颁布一系列法令来约束和惩戒市舶官员的不法行为。无论是兼领市舶的知州真德秀和转运使王丝、还是担任专职市舶的楼王寿,凭借个人的努力,规范和促进了海外贸易的发展;而贪污腐败的官员虽在海外贸易中大获其利,但也难逃政府的制裁。政府对市舶官员的约束和惩戒,促进了市舶司职能的完善与海外贸易的发展;市舶使的主动调适,使市舶司管理制度与海外贸易实际发展状况更加协调。

The Song government established the department of Shi Bo Si to manage the overseas trade, and promulgated a series of laws to restrain and punish the official＇s illegal actions. Zhen Dexiu, Wang Si and Lou Shu, who relied on their individual endeavor, promoted the development of ultramarine trade. The illegal official attained their advantage greatly in the ultramarine trade, but were difficuhed to run away the government＇s sanction. The confinement and the disciplinary punishment of the government promoted the perfection and development of Shi Bo Si; through the Shi Bo Shi＇s self-adjustments, the management systemof Shi Bo Si was more harmonious with the overseas trade.
