一战结束后,美国针对殖民地问题提出了"委任统治制"的方案。二战时期,面对新的全球局势,美国又提出了"国际托管制度"的方案。委任制和托管制代表了美国处理殖民地问题的两种模式。通过分析比较这两种方案的异同,我们不但可以认识美国外交政策的特点和实质,同时也可以认识世界殖民主义的性质和机制,也有助于我们深刻地透析和洞察美国广阔和深厚的非殖民化思想传统,更好地从整体上把握和研究美国外交。

After the First World War, the United States proposed “Mandate System” program to deal with the colonial problem; during World War II, in the face of new global situation, the United States also proposed “International Trusteeship”. Both mandate system and the international trusteeship are two ways to deal with the colonial problem. Comparing and analyzing the similarities and differences between the two programs enable us to understand correctly the characteristics and substance of American foreign policy, but also can make us understand the nature and mechanisms of World Colonialism, as well as helping us to insight and dialysis broadly and profoundly traditional decolonization thinking of the United States, better in the overall to grasp and study the foreign diplomacy of the United States.
