宝安区图书馆总分馆建设10年之路

The Development of the Branch System of Bao’an Pubic Library

宝安区公共图书馆总分馆建设源起1998、1999开展的"百村书库",至2003年底,全区共建起5个街道图书馆,112个村图书馆。2004年,区财政投入80万元,将40多个社区(村级)图书馆纳入统一借还管理系统。2006年开始,区财政每年支出180万,由区图书馆统一采购分编图书,以流动、交换的形式,为无固定购书经费的街道、社区和企业图书馆补充馆藏。2007年起,宝安区实行了真正意义上的总分馆建设。根据协议,区财政将分馆运行经费纳入财政预算,人、财、物由区图书馆统一管理。技术平台,图书采购,人员培训,宣传标识,讲座资源,均有区馆统筹,提供和区图书馆内容相同的服务。这种管理模式有效解决了基层分馆经费无来源及管理不规范等问题。从而使宝安区的总分馆建设开始走出了一条新的低成本、高效益之路。

Bao＇an district has built its regional service net of public library from 1998 to 2009. Through analysis of the subordinate library, the author believes that the future development of the branch system of Bao＇an includes： 1.Basic level library should be built by the goverment.2.The branch system can get much more social benefit.3.The construction plan is needed. 4. Combine the existing basic level library.
