Information Society Challenges Modern Economics: Criticism and Reconstruction of Goverment Economic Theory

现代经济学关于政府经济作用的研究，基本上建立在对市场是否失败的争论之上。这种研究既未能确证政府干预以济的必要性。也未能对政府以济政策的建立提供令人满意的指导。本文试图运用一种新近提出的经济分析方法，说明现代经济学的分析框架内，本文对政府干预的必要性、政府经济政策的基本性质作了初步探讨，并在这一新的基础上揭示了由“市场失败论”等体现出来的现代经济学框架的基本缺陷。

The study of modern economics on governments' economic role is basically set upon the controversy if market would be failed to work. This study has neither proved the necessity of governments' intervention in economy nor has it provided satisfactory guidance to the workout of government economic policies. This paper tries to explain, with recently proposed economic analytical method, that the analytical framework of modern economics is radically not useful to deal with the problems of governments' economic role. Within a new economic analytical framework, this paper makes a tentative discussion on the necessity of governments' intervention and the basic nature of government economic policies, and therein reveals thebasic defects of modern economics framework embodied in 'market failure' and 'government failure', etc.
