With a population of 32 million, Chongqing may be able to make claims on being the largest city in the world, but much depends on your definition of a city. Over 95% of the land mass in the provincial space known as "Chongqing City" is rural, With decades-old wood-frame homes, some still with simple clapboard roofs, dotting the banks of the Yangtze and Jialing rivers. But this is rapidly changing. And with more and more of the rural residents looking for jobs and living space in the nearby modern office towers and high-density apartment blocks -- some so thick with residents there is hardly any open space between the buildings -- the city's administration has developed a creative urbanization strategy to efficiently take in the massive migrant population.
