This paper systematically analyzes that technology innovation is in collision with technology introduction under the condition of market economic.It points out that enterprises are encouraged to introduce new technology while industries or countries are promoted to develop new technology.So there is acollision of introduction with innovation.Under some conditions,it is a Nash equilibrium that enterprises give up innovation.It puts for wardthenecessity of the establishment of the innovation system and the countermeasures which will help to build the innovation system in China.
